just like you need mp3 libraries for an mp3 player, etc. What the libraries actually do in fNV's case is they are used to decompress and play back audio (unless you're making mods recording and converting audio to vorbis format you won't use that part of the libraries functionality) but as a player (user) you do need the libraries to play them back. One in which fnv uses for most of it's audio files (all of them if you have not tinkered with it). In other words it is an open source audio format. Without going into too much detail, Ogg Vorbis is a fully open, non-proprietary, patent-and-royalty-free, general-purpose compressed audio format for mid to high quality (8kHz-48.0kHz, 16+ bit, polyphonic) audio and music at fixed and variable bitrates from 16 to 128 kbps/channel.
